Development.i provides easier access to past and current application details and basic property information for the Toowoomba Regional Council area so people can stay informed about what is happening in their area, gather information to help prepare applications, make a submission or comment on an application.
Development.i can be used to find development applications lodged with Council decided after 1 January 2007 (Toowoomba City) or 17 March 2008 (balance of Toowoomba Regional Council area) where Council is the Assessment Manager, and holds the assessment record under the Planning Act 2016.
This includes lodged and decided development applications within the Priority Development Areas from 12 December 2014 where Council has assessed the application. For more information about Priority Development Area, visit Economic Development Queensland.
Building applications and plumbing permits are not available.
Important: Development.i does not replace Council's official property searches. If you are undertaking conveyancing, development or building certification, it is recommended that Council’s Property Searches are undertaken. These property searches may include (but are not limited to) building information searches and planning and development certificates etc.
Yes, you will need to sign up/login to create a profile and from there you can set up two searches for a location:
- Set filter to "In Progress" to be notified of new development applications received by Council, or when a new document becomes available.
- Set filter to "Decided" to be notified of when development applications in a search location are decided, or when a new document becomes available after the decision. If you are interested in the progress of a particular application, you can favourite the development application by clicking on the star next to it in the search results pane.
Data in Development.i is updated nightly, including:
- newly lodged and decided applications
- changes to the application details, status or stage of an application, and
- new and changes to application correspondence and documents.
Note: Property data is updated monthly.
Properly made development applications where Toowoomba Regional Council is the Assessment Manager and holds the assessment record under the Planning Act and Economic Development Act, will be available on Development.i within 24 hours from lodgement or submission or decision.

- Exemption Certificates
- Material Change of Use
- Operational Works
- Operational Works Signage
- Planning Scheme Works
- Priority Development Area
- Reconfiguring a Lot
- Request to Apply a Superseded Planning Scheme
- Survey Plan Signing
Development applications decided after 1 January 2007 (Toowoomba City) or 17 March 2008 (balance of Toowoomba Regional Council area) can be accsessed, while only applciations back to 12 December 2014 are availble within
Priority Development Areas.
Building applications and plumbing permits/documents will not be available at this stage.
If an application is appealed, only after the appeal phase is completed will the appealed decision notice and any related documents be displayed.
Note: Application filtering and Assessment Stages are only available on applications decided after 1 January 2007 (Toowoomba City) or 17 March 2008 (balance of Toowoomba Regional Council area). Over time the filtering functionality will expand for some application types prior to this date.

in Development.i.
Note: There are mandatory requirements for submissions to be considered a ‘properly made submission’ on a development application.

Applications may be represented by one or a number of dots on the map. These dots represent that the application is in some way linked to the land parcel.
If an application is lodged over one land parcel, it is represented by one dot. If an application covers a number of parcels of land, a dot is placed over each of these parcels.
When a property is subdivided, historical or current application dots are distributed across all the new land parcels, as they have a historical connection to the newly created parcels of land. This can sometimes cause some confusion when looking back through the years of past applications, where large parcels of land have been divided.
Where no property information is available an application will be represented by a dot located at the Toowoomba Regional Council Offices.
Development.i provides a spatial representation of properties affected by development applications lodged within the Toowoomba Regional Council local government area. While this provides a great way to view and analyse application activity, there are many reasons why this does not represent construction activity.
- Sometimes a submitted application does not always translate into actual construction, or it may take some time for construction to commence.

An application may be represented by multiple dots on the screen if:
- it is lodged over multiple parcels e.g. one dot per parcel, and/or
- the parcel of land it was originally lodged over has since been subdivided, wherein the application is then distributed over the newly created lots.
- If an application is lodged over a multi-story unit complex, the application count is repeated at that point for each unit it is associated with. As such, you may see applications repeated on some high-rise units, increasing the number on the dot.
Application documents and plans are only published for development applications in accordance with the requirements of the Planning Act 2016 and Economic Development Act 2012, which include applications for:
- Environmentally Relevant Activity
- Material Change of Use
- Operational Works
- Operational Works Signage
- Planning Scheme Works
- Priority Development Area
- Reconfiguring a Lot
- Request to Apply a Superseded Planning Scheme
- Survey Plan Signing
Application documents and plans are not available on applications for:
- Building Approvals
- Plumbing Approvals
- Concurrence Agency Responses
Development.i allows you to search and retrieve property and application details without the need to use the log in feature.
However, to perform the following functions on Development.i, a profile will need to be created via the log in feature:
- Save searches that you perform
- Favourite properties or applications that you are interested in
- Receive email notifications based on these settings.
Only a user is able to see their profile and saved searches and notifications - all personal information is encrypted and secure. For more information, refer to the terms and conditions.
Development.i allows a user to choose to receive daily or weekly notifications on new applications or updates to the progress of an application. Notifications are sent out overnight. Weekly notifications are sent out on a Tuesday.
Notifications are only sent out when applications are received or processed that meet your set preferences.
Development.i does not replace the need to undertake due diligence checks when making investment decisions. If you are undertaking conveyancing, development or building certification, it is recommended that Council property searches be undertaken, such as requesting a Planning and Development Certificate.
